Customer service?

My father received a $515. Water bill when his should have been $60. Was told a hold would be placed on the account until it was investigated. He was on ez-pay. They took the $515 out of his account anyway. I got involved and made my first call on Sept. 15th. Since then, my father passed away and I have called nine times. I made two appointments for the meter to be read. Twice I was told the meter had been read and an adjustment would be issued. I was told I needed to be patient. I received his November bill for $213. I didn't pay that one and his account was closed after his passing. They managed to get the bill to my address but they cannot get the refund taken care of. Yesterday I called all day and the phone just kept ringing. Finally someone answered. I told them I wanted to talk to a supervisor. After 47 min on hold I hung up. Today their phone just rang all day and no one answered. I will be selling the house and have been told $200 will be held for the final water bill. Now I will be out $715. I don't think I will ever see that money.
