ADOT Fraud, dishonest, Put hold on my CA DL claiming I owed them $10.00 from 20 years ago, which is not true

I got a ticket in AZ some twenty years ago. Like the fool I was at the time, I didnt take care of it in a timely manner. For that reason, I had to drive 400 miles, to go to court, and pay the fine, and then drive 400 miles to get back home. Lesson learned. However 20 years later, I am renewing my California DL, and they tell me the state of AZ has a hold on my license. So I call the number given to me by CA DMV, and the people in AZ tell me I owe them 10 dollars. I need my license, so I paid the fee, and now wait 48 hours for hold to be lifted.
Here is my issue, I drove 800 miles to pay off this ticket 20 years ago. I paid the ticket in full, no longer remember the amount. If I owed 10 more dollars, I am sure they would have added it to the total at the time. I paid them, and when I returned home, was able to get my CA license again, proving they were paid in full, or they wouldnt have allowed me to get my license back. Suddenly 20 years later, I still owe them 10.00? That is rediculous, and if it were true, they would have mentioned it at the time when I paid for the ticket.
I can only guess, that they are doing this to anybody they have given a ticket to in the past. Who is going to drive to AZ, to protest 10.00? Nobody. And to the tune of millions of victims, AZ picks up a nice 10 million or more dollars in a fraudulant fashion that seems to be the rule these days rather then the exception.
I can only hope there will be a class action lawsuit to put this behavior to rest. Unfortunately, guess who will be paying the bill, us, the taxpayers. Ripped off, by accepting this bogus charge, and ripped off for even more $ when class action attorneys put a stop to it. And of course it was an honest mistake, one that will no doubt be forgiven with no accountability for those responsible.
Why is it that honest mistakes always seem to take money from me? That makes me think its not such an honest mistake.
