Why should we have to pay cancellation fees when they lie & deceive customers

A few years ago we signed up with direct tv & we were told we would get our local channels. After a month went by we called to cancel and as we all know we were charged a cancellation fee. We did pay it just to get out of it due to all the hassle we were going thru. A few years later we had an offer to have direct tv again and we were told by multiple csr that we would receive our local channels. I explained to them of what had happened to us before and they inssured us that their programming had changed since then. Now before we agreed to the terms and conditions we made sure we had all the csr names and id numbers of who we talked to and what that told us about our local channels. Well as u can see we are going thru the same thing again but this time we have wrote multiple letters to the billing dispute department and all they have done is credit us back $18.32 and cancelled our service, but they want us to pay the cancellation fees. We have rewrote these letters explaining we want our contract cancelled without the cancellation fees. They send us emails saying our services is canceled, so we call to make sure and again we keep getting told we have a early termination fee of $420.00.
