Last year I was defrauded by Capital One's scheme to raise interest rates on previously "fixed" rates. I failed to "opt out" of their ridiculous offer to raise my interest rates and was surprised to find my fixed rate of 5.99 went to over 14%. The customer service was horrible and condescending and I ended up transferring my balance to a promotional 0 percent card. This January, I needed to find another 0% promotion and Capital One was offering a 0% on purchases and balance transfers. The advertisement is still on the internet. When I got my first bill, it showed an 8.15% finance charge on the balance transferred. Again, the customer service was condescending and horrible. They directed me to my terms, which I had saved on my computer. When I looked, sure enough, in small print, the 0% only applies to purchases, not balance transfers. The advertisement clearly states it offers 0 % on both purchases and balance transfers, but the terms you end up with don't give you what is advertised. This scam, like the previous scam they pulled to increase rates is at least false advertising if it isn't flagrant fraud.
