To Police Commissioner From Commanding Officer IAD
ALLEGATION
On Sat 9-21-96, at 12:45pm, Cpl. Hood # 8071,15th dist, notified Police Officer Huston #5886 Garage Security IAD, of a complaint filed by PatM 35/ w/f home phone (WRONG!) 16XX Bridge st.
The complainant alleges that on Monday, 8-26-96, at 1:56 while at Frankford ave and Pratt st, she was harassed by P/O George L #32XX, 15th Dist, while the officer was on a foot beat.
Microfiche file shows P/O L #32XX, PR #176472 appointed 5-17-82, assigned 2-8-88 to the 15th Dist.
On 9-28-96, this investigation was assigned to Lt. William Perkis #225, IAD
Investigation
Both the complainant, PM, and P/O L #32XX, were notified that this investigation exceeded the 75 day limit (NO I WAS NOT!)
PM, 36/W/F, 16XX Bridge was interviewed by Lt William Perkis #225, IAD and stated the following in summary:
Ms. Miller state that she has known P/O L since May of 1995, from his foot beat (WRONG see my statement) on Frankford Ave. Until 1-28-96 Ms. M was a casual friend of P/O Lochner.
On 1-12-96, PM went to a check cashing store at 1500 Pratt st. To get a money order.
After leaving the store, Ms. PM was accosted by a black male who tried to push her towards a car containing two other males. Ms. M walked back into the check cshing store, and told the clerk what happened and then went home. PM did not notify police of the incident. (Yes I did, I called the 15th)
On 1-13-96, PM saw P/O GL on Frankford Ave. Ms. PM asked P/O GL where he was yesterday. A few days later, Ms PM encountered P/O GL on his Frankford ave footbeat again. At this time, she asked P/O GL about the incident which happened to her two days earlier. P/o GL replied he did not know what she was talking about.
PM was then asked what P/O GL does to harass her. Ms. PM responded that P/O GL avoids her when he sees her, by crossing the street or going into a store. (And Sometimes he was right against my back, breathing down my neck. That part was deleted)
PM claims that P/O GL avoids her because a security guard on the Frankford ave ws fired and she thought GL had somthing to do with it. (He did and the guard sued and won his case)
PM further stated that on 2-23-96, she went to Hild's Real Estate Office. Ms PM had to be buzzed into the officer by the secretary. Once inside the office, P. M observed P/O GL sitting at a desk filling out his patrol log. (BS) PM then inquired about a apartment for herself (No I Didn't it was for my daughter' boyfriend) She stated the secretary yelled at her and told her there was none available
Ms. PM blames P/O GL for the actions of the secretary. Ms. PM also believes that her being told there was no apartment constitutes harassment by P/O GL (More Lies)
PM further stated that on an unknown date and time, she observed P/O GL get into a auto with a inidentified female. Ms PM considers these actions to also be harassment of PM and her children (I didn't say that, I may have saved her from being raped)
PM further stated that during the summer of 1996, she responded to a help wanted sign in the window of the Pay Less Shoe Store in the 5200 Block of Frankford ave. A female named Barbara (last name unknown) informed Ms PM that they were not hiring. Mrs PM read the labor laws to Barbara and was then given a application.
Mrs. PM considered this incident to be further harassment by P/O GL, because GL checks this store while patrolling his beat and might have said something to the employees of the store to prevent Mrs. PM from getting a application. (He did tell her not to hire me. He spent the entire tour inside the store or writing tickets in the parking lot, if you had a reciept you didn't get a ticket)
Ms, PM then stated that on another occasion she and her son entered the Cores States Bank on Frankford ave. While Ms PM was in the bank, P/O GL entered to sign the log. P/O GL went to the special tellers booth and sat down. Mrs. PM felt this was harassment and intimidation. (he was right behind me!)
