PLT alleges that the Def date raped her. Def hand cuffed plt and bruised her bocy from the waist down. Def also caused plt to bleed from vag. Def has intimated and frighrened plt with his patrol car and his car 3 times. Def has blocked Plt's passage down the street, while she was pushing her grandson in his carriage. Plt feels that def is abusing alcohol. Def is presently (97) stalking Plt is extremely fearful for herself and her children. Def is a Phila Police Officer 6' tall 180lbs. Def is 38
yrs old.
Date 02/19/97 10:41: 22 Plt is 36 yr old, 5'4 140lbs Plt is ALSO being harassed by Def's friends.
Temporary EX Parte Order and now on this 19th of Feb 1997 Upon review of this petition of petitioner. The court enters the following temporary order.
1) the resp. Shall refrain from abusing harassing P. M and her children/grandson or placing her/them in fear of abuse in any place wehre she/they maybe found.
2) The resp is enjoined and prohibited from entering attempting to enter or visiting the residence located at 16XX Bridge st. 24
3) The resp is prohibited from having any contact with the petitioner and minor children.including but not limited to entering or attempting to enter the place of employment, business or school of petitioners and pet minor children and harassing the pet and or pet relatives and or the minor children
Criminal contempt which is punishable by fine not to exceed $1000. And/or by sentence of up to six months in jail.
Pet shall be escorted to the residence by members or the Phila Police dept who shall arrest the respondent if he fails to comply with this order

In Jan of 96 we were ordered by IAD to stay away from each other. He is a Phila Police Officer and I reported him to his captain, for refusing to take my complaint on 2-13-97 he showed up at my place of employment and I left. I felt very threatened by his presence. Signed by PM petitioner 2-19-97
Verification I verify that I am the petitioner in the present action and that the facts and statements contained in the above petition are true and correct to the best of my knowledge of 18 PA C.S. 4904 Relating to unsworn falsification to authorities.

Temporary EX Parte Order
(Paper shows a unknown SS# that is attached to my name and a unknown birth date, this was reported to the IRS for their review)
And now on this (left blank) day of (Left blank) 1997 upon review of the petition of petitioner, the court enters the following Temporary Order:
1. The respondent shall refrain for abusing, harassing and or threatening George Lochner or PLACING him in FEAR OF ABUSE (HaHa)
(Note he is a Philadelphia Police Officer w / a. 38 handgun with Winchester. 038 silver bullets on the six shooter gun and a Throw away gun he carried in his pant leg when he entered Burger King on 2-13-97 9:05pm-10:00pm closing time for drive-tru and 30 mins after diningroom closed at 9:30pm. He was talking to a teenage employee about hiring him for a job!)
2. The respondent is enjoined and prohibited from living at entering attempting to enter or visiting the residence located at 6XX Adams ave (Note he does have the correct address, the one giving on cross/complaint is not his address but that of his neighbor!!!)
3. The respondent is prohibited from having any contact with the petitioner, including but not limited to entering or attempting to enter the play of employment (15th dist, PAB and IAD)
(But IAD welcomed me to review my complaint 6-97 I would not break this order, so I did not go to IAD!)
4. Plaintiff's relation with defendant is ex-boyfriend.
5. The defendant works (unknown) HE KNEW I WORKED AT 6100 Frankford Burger King. Both IAD and George were in there when I was working and I always wore my uniform Clearly marked with Burger/king on the cap and shirt!
6. The facts of the most recent incident of abuse toward the plaintiff (George Lochner) as follows:
During the month of February 1995 while on foot patrol at Frankford and Pratt street the plaintiff jumped from behind a building into the middle of the street and started screaming and carring on! (This is Impossible for any human to do. And I had at least one slipped hernated disc since 1988)
7. The def. PM has committed other acts of abuse toward plaintiff in the past as follows.
On several other occasions whil the plaintiff was on duty as a Phila Police Officer the defendant has stalked him. The def. Has also called the plaintiff's job harassing him and fellow police officers (Court records on Def Cindy Urban show she was the one calling and harassing the 15th dist police along with the female police witnesses! The true def, would Not submitt to a lie detector test or a ID voice test. That I ask the Trial Commish CJC Phila to order)
8. The Plaintiff (George Lochner 33226) is in immediate and present danger of abuse and a tempory and a final order are necessary to PROTECT plaintiff George Lochner from said ABUSE.
(HEARING ONLY NO RELIEF)
I was Set-up and Railroaded on March 12,1997 outside the courtroom by IAD police, George Lochner, some teenage woman, a 15th dist. Sgt and LT. My fired on the spot past DA lawyer Keven Doc.
He was yelling and cursing with the F word, Ordering me to take the one sided order and Police will forever leave me alone he Promised!
This after he was 2 hours late for court and both police and lawyers did Not have the court files. He used my court papers to look at. Keven Doc lied about the time of the hearing and said it was 1:30 pm. He wanted to take me to have a coffee at 11:15am.
I fired him and went to the DA office and the Police Asvisory Commission. IAD police and George Lochner went before Judge Lynn at 11:40am and I was FTA. I had the following order slapped on me!

FINAL PROTECTION ORDER (DEFAULT)
and now on this 12th day of March 1997, it is hereby ordered and decreed:
1) The defendant P. M shall refrain from abusing harassing and threatening the plaintiff George Lochner or placing him in Fear of Abuse in any place where he maybe found.
2) the def. Is enjoined and prohibited from living at, attempting to enter or visiting the residence located (Georges neighbors address again!)
5. The defendant PM is herby notified that if she resumes residence in the plaintiff domicile contray to this order, she maybe found to be indirect criminal contempt which is punishable by a fine not to exceed $1000. Abd ir by a sentence of up to six months in jail.
10. This order shall remain in full force and effect through March 11,1998 By the court Judge "Murry" Lynn
(After filing a appeal and having a. 22 bullet fired at my dog by Police witness informated Cindy Urban I withdrew the appeal.
And the Good Judge understanding the serious nature of the above order contacted the State court intake unit and released the order to protect a unarmed female with a major spine injury.)
