As a former employee of the mastermind behind the illegal rerouting of Fresno's water, I am very familiar with the pattern of countless sewage back spills and forged paperwork. Just as I am familiar with his plans of building his "dream home" on a parcel where development is prohibited due to the water laws and regulations. Since meeting this man in 1982 I heard him boast about breaking rules that others were not brave enough to break, as he talked about the day he would be able to build his "dream home." He said regardless of the water issues that prevented it to date, things were coming along and those who said it was impossible would be shocked. When he took me to see his vacant lot in 2001 to show me where development would soon begin, I assumed he was losing his mind - it seemed out of the question. Even with all the clues and hints, I had no idea what this man was in the midst of doing. Nor would I have believed it was possible. Most amazing is that throughout the years, he was carrying it out right under everyone's noses. Conspiring with various city employees; no one ever questioned the heavy-equipment operators. Conspiring with PG&E employees. Conspiring with title companies in altering plat/parcel maps and recording forged and fraudulent legal documents.By now he has people in every occupation imaginable. He is a criminal genius who has carried out one of the most incredible operations in the history of CA. Unfortunately, it has entailed the destruction of lives (including those he uses and discards), homes, businesses and turning a city inside out in order to alter, cross-connect, re-route the city's sewer and water lines. Massive alterations and reconstruction usually done in-between sales, otherwise using heinous methods in vacating property. An operation that began 40 yrs ago on a block-by-block, parcel-by-parcel basis, this man and his entourage left no stone unturned. And now, with the citywide upgrade in progress, it appears that all of his efforts are now being connected to the main line, which will somehow allow for re-routing of water needed for him to begin building his "dream home."
It was when he targeted my family's properties that his luck finally ran out. It was an accident I got away before he finish what he began. At first, due to the years of being administered chemicals without my knowledge or consent, the confusion was overwhelming. Not only did I not know what happened to me, my family, our properties or belongings, I am referring to the entire neighborhood - homes had been removed; others expanded; property lines altered, yet to everyone else, I sounded "crazy." I am the oldest person remaining in the neighborhood, so to anyone other than those involved (such as current neighbors), I could not have appeared more "insane." To an outsider, nothing appears out of place. With all my photographs stolen or scanned and altered, the City of Fresno's older records "no longer available" and current city records altered to make it appear that nothing changed, I continued to look worse with every attempt to describe the changes.
I don't appreciate being called a "liar" - especially by people who I have no doubt are behind the deaths of my family members in order to carry out this operation. But by this point, due to my behavior while being administered the chemicals, all ties had been severed. Anything I reported was disregarded as I was put on top of the "shit list" where I remain today. That is how this group gets by with what they do. Totally alone, scared, confused, overwhelmed, I vowed to get to the bottom of this. It took years to put the pieces of the puzzle together. I am now reporting the same things I reported in the beginning - the difference is that I now have evidence. What has taken place throughout Fresno is the result of massive damages and reconstruction behind the altering of the city sewer and water system. Done without permits or inspections; massive building and health code violations including State and Federal compliance issues. Homes and structures throughout Fresno, CA are setting on top of clamped sewer and water lines. WGS has turned this operation into a massive criminal network entailing suspected homicide, real estate theft, bank fraud, insurance fraud, VIN altering, suspected arson, altering and forgery of legal documents, on and on. With his associates in every field imaginable, reporting this has been next to impossible. The effort is put into discrediting me and destroying evidence - I am now receiving death threats. I would be a fool to think I can survive this operation - just as these people would be fools to think that their lies or altered papers are enough to cover up what has been done.
Had I not known about the many years of countless sewage back spills and forgeries behind WGS's offers to insurance clients of "help with home repairs", or his plans for development, or recalled his wife's comments from 20 yrs ago, I would have never put the pieces together. Nor would I have believed how ruthless and cold blooded these people are. That is why I will not stop reporting this - they are too good to ever be caught again.
WGS and the City of Fresno's risk analyst gave a first-hand demonstration of how they operate - destroying my life, running me off my family's properties, having me robbed, VIN altering, leaving my home a stripped, mold-contaminated, termite-infested hell, where I have remained unemployed and living as a prisoner in fear for my life ever since (6 yrs.) Whatever time I have left on this planet, it will be spent doing everything in my power to have this this operation exposed, and these heinous monsters stopped from harming others. With my computer hacked, phones tapped, close monitoring and sabotaging, my only alternative is to post this online and pray that someone will see and act on what is taking place, before it is too late.

In the meantime, it would be found that the illegal altering of sewer and water lines is behind Fresno's toxic, contaminated drinking water, which I assume is why EPA repeatedly catches the Dept. Of Public Works covering up the truth about the dangerous levels of these toxins. This is a massive public health issue that is not being addressed.
Kerry Trost, the City of Fresno's senior risk manager is withholding public information while discrediting me in my attempts to expose this operation. This is the man who bravely stepped in to have a Restraining Order issued against me. Not only committing perjury in DISCREDITING the city's official sewer layout, which verifies EXACTLY what I reported, but after the loss of my family, our properties, belongings, vehicles, he turned the tables and made ME appear the criminal - having me deemed a "liar" and "crazy" and a "danger to THEIR lives." My family and I were on our own properties when these heinous monsters wiped us out, just like they are doing to others throughout Fresno. Repeat: Residents of Fresno are being robbed, run off their property and in some cases, appear to be permanently eliminated. The risk analyst was the last person seen speaking (lying about sewage back spills) to my neighbor before his disappearance - new deed looks forged. Other neighbor died which appeared to be linked to DELIBERATE exposure to toxic, contaminated raw sewage and unknown pesticides for eradication of sewer roaches, sewer rats, mosquito infestations - soil testing refused. Trail of this and more.
This operation is spreading beyond Fresno, CA and may be leading to a disaster of major proportions. With the financial and real estate fraud behind this, insurance claims would benefit those who created this nightmare. No one knows how that works better than WGS.
