Chevy Chase Bank - Ccbilling ripoff double charge double refund service canceled charged again after the fact no service reinstated

I first signed up for a subscrition to femjoy.com on 12/05/06.

The original charge was $49.95 for 90 days of service paid by visa check card thru ccbilling. 12/7/06 ccbilling double charged me.

I called ccbilling about it, they denied it and told me to go to my bank (chevy chase bank).
The bank issued a provision deposit for $49.95 and filled out a fraud charge to receive the $49.95 back.
12/13/06 ccbilling refunded my money. I called and told chevy chase bank this and requested for the provisional credit to be removed.

My subscrition service was canceled by ccbilling on 1/23/06 because the bank never removed the provisional credit and issues a charge back to ccbilling to recover the "bank's money" aka provisional credit which was suppose to be removed over 15 days prior.
2/1/07 I went to the bank to find out why they had issues the charge back to ccbilling on 1/23/06. I was told by the bank that a customer advocate would be calling me and that all my money was refunded and ccbilling was blocked from further removing money from my account.

2/05/07 chevychase bank then removed $49.95 from my account and repaid it to ccbilling. No customer care advocate ever called. The bank refuses to give me a phone number for their customer care advocate group... I seriously doubt it even exsist.

In the end-I don't have my subscrition and I don't have my money because chevy chase bank failed to do their job, even after I personally requested that the bank remove the provisional credit, and now I am with out my money and my services I paid for. The bank told me I have no recourse.
Even though ccbilling has their money now, they refuse to reinstate the remainder of my service.
