A Hanging Cable in Child's room

I called Direct TV to inform them that the cable their technician installed in my kid's room around the wall and over the door is hanging down, and there are a few small tack-nails attached to it that could seriously harm my 3 and 6 year old. I also informed the support person that the technician that installed the cable did not insert enough tack-nails. I believe there is a total of 4 that was supposed to keep the cable attached to wall around the door. I told the customer support person that I felt this was a danger to my kids. He went on to explain that he apologizes but only the equipment is covered. If I needed a technician to come out to reattach and insert additional tacks-nails, that there would be a $50 charge. My mind was truly blown that I would be charged to secure my children safety from their equipment. Then the customer service person continued to tell me, that although I am on a 2 year contract, the cable equipment was mine and they are not responsible for cables. I am truly confused and extremely upset. Why wouldn't a hanging cable, in addition to small tacks being attached to it in a child's room not be a safety issue or concern of theirs. Why shouldn't they have to take responsibility for this? Why should I have to pay to protect and ensure safety against cables and equipment they installed and for a service they provide. I even called my utility company and the person I spoke with was also surprised to hear Direct TV would not come out to fix a hanging cable. There is something seriously wrong with the policies and procedures. Then, when I asked where is this in their policies and procedures the customer rep person could not tell me where it was, and that it was internal.
