Very bad customer service - AT&T DSL

Omg I have been going through problems with att for months. They owe me 180 dollars and say that they are going to send it but never do. I have called several timed but I keep getting hung up on and transfered to different departments just to get hung up on again. I have lost time from work and have gotten several headaches from this. I really mean that I have called several times. They took money out of my bank account without permission and then kept doing it after I told them to stop 2 more times. My dsl got cut off but I have a 0 owed ballance. Now I get told that I have to get uverse but my credit doesn't qualify me to lease the equipment and I have to pay around $ 400 upfront to get started. What do I do?
