Paid but never received the murchendise

I play this game on line called Cabal. I needed new Armor so I ordered alz from this other website www.buy. Cabal. Alz.com I ordered 150 Mill alz for the price of $19.14 plus tax. However it has now been 20 days and I still haven't received any thing. They keep saying they have no stock and will not refund my payment. I have saved all the chat records if needed.
