I ordered a carton of Gauloises Caporals from cigarettepurchase.com last May and sent them $26.50 by Western Union. They picked up my money but never filled the order; moreover, they keep making excuses as to why they are not refunding my money. The website is run by a Guobing Wang and a cabal of thieves in China who dupe people into sending them money for orders they have absolutely no intention of filling.
