Internet frequently out - support service simply terrible

For about the past month my internet has been on and off. At first I thought it was my computer. My neighbour was having the same problem. Both of us had service calls to the house, same cable guy, two different solutions. His was rewiring, mine a new cable modem. Service was up for a few days then out again.
I spent hours trying to get someone on the phone on Sunday. Phone menus, wrong departments, recordings extoling the virtues of their website and all the things I could do if I visited it. Ironic.
Got a technician on the phone today who decided it was my computer. She could not tell me why two people in the same area, with two different computers, were having the same problem. She said if she sent some one out I would have to pay for it.
Despite not "fixing" my computer the internet is back up. My neighbour's service has been out for about 24 hrs also, and is now back on. Service is very slow, and sometimes goes off.
So - if I had listened to the phone teks I would have purchased a new modem (I am presently renting one of theirs) and I would have incurred a fee to have my computer checked out.
Although Charter denies there are problems in the area (Ashland, Or) we maintain that the problem is outside of our houses.
Lousy, lousy service, and terrible technical support, both on the phone and in person.
