How they're defrauding thousands of customers

One year ago I bought a Brother-USA Color Inkjet All-in-One, multi-function printer, fax, scanner. I used the machine maybe 10 times as I work in an office where I am allowed to print, fax and scan whatever I want. Now, the machine got connected automatically to a distant Brother fax center and is ringing constantly without receiving any faxes neither be connected to a phone line. The display is showing foreign language and cannot be turned on/off. When I tried to uninstall/re-install the driver, the installation yields and doesnt go forward after instructions "to connect the USB".
I have a brand new PC.

When I contacted Brother-USA they instructed me to go to a service center and pay for the repair. I dont know if the machine needs repair as is ringing constantly.
I contacted the repair center and they're charging $60 per hour. Will cost me more than to buy a new machine.
This is a clear rip-off and fraud.
