Paypal will only reimburse money in a conflict resolution if you provide Tracking information. However providing a UPS Tracking Information Code proves not to be enough for them, as they claim they cannot make out the Name of the seller.
However paypal does not bother to ask the seller nor comment on the fraud the seller obviously committed (this can be followed on paypal.com).
Also it took paypal more than a month to look through their own communication logs to find out, the seller had already confirmed the reception of the item in question.
Behaviour is strictly out to protect the seller. No protection of buyer.
Therefore my recommendation:
Refrain from seeing paypal as a safe harbor.
It is not. Just a total waste and ripoff. Do not use this service as a safeguard for transaction. You will not get your money back, even if you do exactly as they tell you.
