Cable Co. Need a new cable installed

I live in an apartment complex. There is a cable in each apt. However the cable that comes in my apt. Has a weak signal so they cannot hook up road runner. The tech said he would talk to his superviser and get to me. All they talk about is taking care of their customers... But they never got back to me. Well its only been a month and a half
