Why do I have to pay a 38 dollar fee for cable I do not want in my apartment complex? - time warner cable

I live in the Oak Hollow Apts.in Austin, TX and I have to pay a 38 dollar a month fee for basic cable. I do not have a choice to refuse. And even if I wanted this cable how would I get stations like showtime and other pay channels?
