Ripoff Paypal automatically charges your bank twice even if you try to pay with Visa

Complaint Description:
Paypal makes it extremely difficult to charge to your Visa despite advertising the Visa/MC logo everywhere you see the Paypal logo. When eBay fees come due they automatically forward you to Paypal who automatically tries to deduct the money from your checking account (without which you cannot have a paypal account). You have to manually choose "More payment options" which by definition should not include the same checking account you just said not to use. They trick you by featuring a confusing "Backup payment source" which it doesn't actually use until twice overdrafting your account. They offer no way to stop a payment once it's in place even though it takes several days to do (Orchard Bank lets you cancel transactions so I don't want to hear it's not possible). They actually bill your bank account twice even if it bounces the first time and did not warn me when I called to tell them it was a mistake the first time. The supervisor I spoke to lied and said she would call my bank but did not. Around 3/1/6 I tried to pay my $19.38 in fees to eBay via a credit card. When I realized they had taken it from my bank account I called to try and reverse it but could not. I was not told that they would actually try it again in 7 days automatically. The following week the supervisor admitted I should have been informed by the first person I spoke with and said she'd call my bank. She did not. The whole time they had my credit card on file but waited until ringing up $68 in overdraft fees (over 300% more) so they could avoid paying 3% in Visa fees.

Your Desired Resolution:
Refund of the $34 overdraft fee caused by their failure to inform me that they would bill my bank account twice before reverting to my credit card and for their misinformation about calling my bank. They should make it loud and clear ON THE WEB PAGE NOT IN THEIR 10 PAGE AGREEMENT that they will charge your bank twice. They should authorize the transaction and simply deny it if the funds are not available. They should not automatically try a second time knowing they already cost you a huge overdraft fee. Their employees should be better informed and do what they say the will do. The "More Funding Options" should be just that - More, not defaulting to the same one you just tried to avoid.
