Tried to fradulently use my paypal account for a razor cell phone. It matches other peoples complaints to the dollar amount of the charge

I recieved a paypal reciept in my parents email from Bill Chang LWPELECTRONICS.com confirming my purchase of a pick razor phone. I have not used either my ebay or paypal account for months. I checked my recent activity on both accounts and nothing showed up so I am not sure whether or not I will be charged. I thought it looked suspicious so I typed in the name Bill Change saco, ME and that is when I found this website. I thought I should make it known that it is still going on and do what I could to get it stopped.
