I recieved an invoice from paypal stating I made a $274.99 when I did not Bill Chang did

I recieved this email that I made a purchase through paypal that I did not and I was to be charge $274.99. I never made this transaction and do not even know a Bill Chang! I reported this to paypall and removed all of my info.
