After UPS paid him for damaging my TV he would not refund my money, ripoff

I purchased a 26" Dell LCD tv from this person. It was damaged by UPS when being shipped to me. UPS paid him for the damage and he will not refund my money or pay to have the TV repaired. He only insured a $1,000 TV for $100.00 when he shipped it. Now he will not return my money or e-mail me or answer any of my calls.
