Channels Removed From Package and Moved to One Requiring Purchase

I have Dish Network. I had been receiving the History Channel, A&E and various other channels. Then I stopped receiving the channels for some odd reason. I called Dish Network to ask why. They told me that a lot of the channels I had been receiving with my previous package had been upgraded to a new package that I must purchase. If that is not illegal, I do not know what is.
