Warranty Replacement Refused While Billed for Unusable Service

Cell phone broken. Still under warranty. Will not replace.
Executive Customer Service offered to close my Accounts, no fees Per, Art However, I am still waiting for fax to confirm.

I am being charged for phone service, not able to receive.
Would like Company to honor their agreement.
