Master degree at NCU is ok, but not PhD. PhD tuition is about 70-80% of NCU income. This university has the most PHD students in North America.By the way, this university is owned by a private equity firm in CT (I guess).
I am with PhD at NCU. At this university, we have to do a breif proposal for disseration (it is called a concept paper, 4 courses of RSH) before completing a comprehensive exam. Believe it or not, NCU charges $2,400 dissertation fee (at RSH courses) before you register disseration course. If you do not pass the comp exam, you end up pay lot of money (4 RSH course tuition plus $2400).
I am sure that at U of Michigan, PHD program starts with coure work, comp exam, and dissertation consecutively.
By the way, if you are in PHD in accounting, you will definitely get a dessertation chair who has Phd in home land security or comp science.
