Jefferson Capital Systems, LLC is the U.S. operating subsidiary of Jefferson Capital, Inc., which describes itself as “an analytically driven purchaser and manager of charged-off and insolvency consumer accounts” (investors.jcap.com, opened October 6, 2026). People usually reach this page after a letter, phone call or credit report entry that names “Jefferson Capital” or “JCAP.” A debt buyer or collector is a different business from the original creditor (the bank, card issuer, retailer or telecom company that first opened the account). Channels the company publishes. The Contact Us page says: “If you are a consumer needing to inquire about your account with us, please call 1-833-851-5552.” Its FAQ says that for more information about debt a consumer may owe, the consumer site myjcap.com or the same number can be used, and that if another company has contacted you about your account, “We frequently partner with third-party companies to service accounts” and the same number should be called with questions about that company. The myjcap.com site would not open in the browser used for this check because of a certificate error, so this page does not describe its contents. The BBB profile for the Denver listing separately lists (888) 718-0048 and the email [email protected] and says Jefferson Capital Systems “encourages consumers to contact them directly” (BBB-listed details, not the number jcap.com gives for account questions).
If you do not think you owe the debt. The CFPB says that if you believe you already paid the debt, do not owe it, the amount is incorrect or it is not your debt, you may send a written request to the debt collector to dispute the debt or get more information. It says validation information must include the creditor's name and the amount owed, and that if you dispute the debt in writing within 30 days the collector will provide verification; once you have disputed it, “the collector can’t call or contact you to collect the debt until they’ve responded with verification of the debt.” The same CFPB page says that if you request the name and address of the original creditor within 30 days (if different from the current creditor), the debt collector will provide that information. The CFPB suggests keeping copies of everything and sending the dispute by certified mail. It also says to send copies, not originals, of any payment proof (CFPB page last reviewed August 2, 2023, opened October 6, 2026).
Where to send a written dispute. The jcap.com Contact Us page gives the number above for consumers and a footer address (200 14th Ave E, Sartell, MN 56377) but does not label that address as the one for written debt disputes. Use the address shown on your validation notice, or confirm the correct dispute address by calling 1-833-851-5552 before mailing. The Corporate Privacy Policy lists [email protected] for inquiries about “the use or disclosure of Personal Information”; that email is for privacy matters, and this page does not identify it as a channel for account validation or debt disputes.
Where to complain. The CFPB page says that if you are having trouble with debt collection, you can submit a complaint with the CFPB. The CFPB database lists complaints under the company name “CL Holdings LLC” (see the complaint record below). The 2008 FTC order described below states that the Fair Debt Collection Practices Act is enforced by the FTC.
FTC 2008 order and other agency records for Jefferson Capital Systems
Findings below come from the agencies' own documents. A stipulated order is a settlement; it is not a court finding of liability.
Federal Trade Commission, 2008 (with the FDIC acting separately against CompuCredit). On June 10, 2008 the FTC announced a lawsuit against CompuCredit Corporation “and its wholly-owned debt collection subsidiary, Jefferson Capital Systems, LLC.” The complaint charged both defendants with violations of the FTC Act and Jefferson Capital with violations of the Fair Debt Collection Practices Act (FDCPA). The FTC said CompuCredit marketed credit cards under brand names including Aspire, Aspire A Mas, FreedomCard, Tribute, Imagine, Majestic, Aspen, Emerge and Fingerhut Credit Advantage, and that CompuCredit and Jefferson Capital marketed a card to consumers with charged-off debt, telling them the old balance would be transferred to the card and reported as paid in full, when consumers were instead enrolled in a repayment plan and received no card until they had paid 25 to 50 percent of the charged-off debt. Those are the FTC's allegations.
On December 19, 2008 the FTC announced settlements, and Judge Beverly B. Martin signed a Stipulated Order for Permanent Injunction against Jefferson Capital Systems the same day (N.D. Ga. No. 1:08-cv-1976, Dkt. 164). The order states that the defendants “have filed Answers denying liability” and that the parties agreed to it “without adjudication of any issue of fact or law, and without Defendant admitting liability for any of the violations alleged in the Complaint.” It prohibits misrepresentations about material terms of an offer of credit, including “the relationship between an offer or extension of credit and a debt repayment plan or the repayment of existing debt,” and, for debt collection covered by the FDCPA, enjoins false, deceptive or misleading representations and conduct whose natural consequence is to harass, oppress or abuse, including repeated or continuous calls intended to annoy, abuse or harass. For five years from entry it required specified FDCPA notices on written collection communications, and it set compliance-reporting periods of three years. The FTC's press release says the CompuCredit redress program was estimated at more than $114 million in credits to consumer accounts and about $3.7 million in cash refunds and that Jefferson Capital was also bound by orders on the card marketing and abusive collection practices; the FDIC separately announced a $2.4 million civil money penalty against CompuCredit. This page does not state whether the order has been modified or has expired.
Other agency actions. On October 6, 2026 the CFPB's enforcement-actions page, filtered with the title search “jefferson”, displayed “Sorry, there were no results based on your filter selections” (the same filter with “compucredit” also returned none; with “portfolio” it returned results). The Form 10-K for 2025 (filed March 13, 2026) says in Item 3 that “we may at times be subject to claims and legal actions” and that the company does not believe current or threatened proceedings will have a material adverse effect. No other federal or state regulatory order naming Jefferson Capital Systems was identified in the sources checked on October 6, 2026; state regulators' databases were not searched one by one, so this is not a statement that none exists.
About Jefferson Capital Systems, LLC and Jefferson Capital, Inc.
Who it is. Jefferson Capital Systems, LLC is a limited liability company and the U.S. subsidiary named as a defendant in the 2008 FTC case. The FTC's 2008 press release called it a debt collection company wholly owned by CompuCredit at that time. Today the group is led by Jefferson Capital, Inc., a Delaware corporation headquartered in Minneapolis, Minnesota, whose common stock is listed on Nasdaq under the symbol “JCAP.” (The cover page of its Form 10-K for 2025 names the Nasdaq Global Select Market as the exchange of registration; Item 5 of the same filing says the stock is traded on the Nasdaq Global Market.) Its Form 10-K for 2025 says the company completed its initial public offering in June 2025, that before the IPO its business was conducted through Jefferson Capital Holdings, LLC and subsidiaries, and that entities affiliated with J.C. The Credit Agreement described in the 10-K names “CL Holdings, LLC” and Jefferson Capital Systems, LLC among the borrowers.
What it does (company statements). The company says it was founded in 2002 and describes itself on its FAQ as “currently the fourth largest debt buyer in the United States,” with operations in the United Kingdom and Canada. The 10-K says that in 2025 it invested $832.0 million to acquire receivable portfolios with face values totaling $13,030.7 million. It reports that on December 4, 2025 Jefferson Capital Systems, LLC completed a purchase of credit card assets from affiliates of Bluestem Brands (net purchase price $196.3 million; a revolving loan portfolio, face value $407.7 million, whose ability to draw was suspended), and that in December 2024 it agreed to buy certain assets of Conn's, Inc. through a bankruptcy process for $244.9 million and hired 197 former Conn's employees to service them. If your account came from either portfolio, the letter should state the current owner; the company's consumer number above is the route to ask.
Recent corporate news. On its news-releases page (opened October 6, 2026) the company announced on August 18, 2026 “the pricing of an offering” of $100 million aggregate principal amount of 8.250% senior notes due 2030 by Jefferson Capital Holdings, and on August 13, 2026 second-quarter results. The news-release list showed no acquisition, settlement, regulator action or data-breach announcement among the releases dated from February to October 2026; that is a statement about this list only.
