Ripoff NSF questionable practices

I have been so careful not to allow my account to get so low that I am in danger of overdrafts. Sence my husband retired every nickle counts. However it seems although when you deposit money, or check I was told that one hundred dollars is automaticly freed for immediate use. Don't believe them. Also they take the largest amount of money and deduct it from your accoun before posting your credit, even if you put the money in the bank before you go shopping. Causing everything to go negitave.

I know that there is a banking commission you can enter formal complaints, and if anyone has that address, either physical or e-mail I, d really appreaciate it.
