They imposed a "penalty" rate increase of 19.9% (from 3.25% to 23.15%) for being three days late twice in 12 months

I have had trouble with this bank from the day I opened the account. First, they sent my bills to the wrong address. They had heir fraud department close my account and send harrassing letters. I had to call them to straighten out the problem.
Then they changed their billing address on their statement without notifying me, so even though I sent my payments to the old address on time, they charged me $39. Oo late fees several times because the mailing delay would cause my payment to be late. It took me months and many calls to figure that one out.in fact, I believe hey changed their billing address three times, it even says on their "penalty" letter that they cannot process payments made to their most previous address.
Once, I paid my bill by phone and the representative in India, who barely spoke English, wrote my checking account number incorrectly. I was penalized with a $39.00 late fee and a rate increase of 19.9% for being "three days late twice within twelve months". Of course I was never aware of this rule.
The one time I was actually five days late, I was out of town and had trouble finding a computer (couldn't read number on back of card). They called my home and harrassed my 70 year old inlaws who were staying there. The called over and over and over from 7:00 am until evening, every day.
Customer service has been cold and unyeilding when I try to discuss this with them. They will not negotiate or acknowlege their mistakes. Their attitude has been very different from the friendly, flexible image that they portray in their commercials. Even their leter is very cold; if I decline these charges, my account will be permantly closed.
To make things even worse, I am on disability leave from my job as a teacher and have literally no income as I wait for my insurance claim to (hopefully) come through. Therefore, I don't believe I'll be able to take out a loan or transfer to another card. What a nightmare!!
