Incorrect payments - Care Credit Card

I had a carecredit (GE money) account that was paid off in full in December. I asked at that time that the account be closed and heard no further word from the company until this December when I suddenly got a statement saying I had a $200 credit. I called and the rep. Was nice but couldn't figure it out either unless I had previously overpaid when I closed the account. Care credit sent me a $200 check and affirmed that the account was closed. Then I received a Jan. Bill all of a sudden showing that I now owed $200 (it stated that I had the original credit but then a payment transfer). I immediately mailed a dispute letter off and received affirmation that they were looking into it (before the Jan. Bill was due so there would not be concerns that I was a deadbeat, nonpaying customer). Then I received yet another statement saying that now I owe interest!!! I finally call and of course, the rep can't help me because all her computer shows is basic information so she transfer me to the "escalation" department (code for angry customers!). I spoke with Justin, who I might add, was very curt and non appeasing. He explained that GE transferred someone else's payment to my account so I needed to pay it back. I am fine with that and am in fact mailing off a check, but I am seriously upset that not one person could contact me by letter, email or phone to explain the situation. Had that happened I would have been more than happy to pay it right away, and I refuse to pay "interest" on this company's mistake. More so, in trolling the web, I find that there are literally thousands of complaints against this company! What I still don't get it how someone could transfer a payment to an account that was closed (again paid in full) and had no activity in 1 year? Should the rep. Who did this have realized the error before it reached me? And if my account was closed, there should be no account for them to even transfer money into at all? Why couldn't 1 single person accept the responsibility for your error and let me know about the $200 transfer so all of this could have been avoided? And why don't the people working in escalation for account have a more customer serviced appreciation? This has left me with a bad taste in my mouth and a serious desire to file a complaint with my legislator and the Federal Reserve Board. I am very dissatisfied.
