Billed us for items refused and returned after we followed all of thier directions

Last summer, July1, my husband and I traveled to Greece where we purchased 2 ceiling lights ($1613.36) using our Bank of America VISA card. The lights were to be shipped home. After several weeks with no lights, I emailed the shop owner and said that if he didn't send a tracking number, I would be forced to cancel the charges on my credit card. He did not reply, so I contacted BOA Customer Services, and following their direction, cancelled the charge which was removed from my account. A few weeks later, the merchant sent the lights anyway. I again contacted BOA Customer Services and was told to refuse the boxes. I did just that and got receipts from the Post Office to prove that they were returned.in October, I sent copies of all my documentation to BOA and never heard from them again until March.

On March 22, we received a call from a BOA representative saying that the charges would be placed back on our account. She said that if I could prove the merchant received the lights back, we wouldn't have to pay the $1613.36. I contacted the Post Office with the tracking number but was told that they only keep this information for 90 days and the packages had been refused 7 months earlier. I explained all this in a letter to BOA which was received by them by registered mail on April 13. After many calls to their Customer Service number, I was told that the letter hadn't been assigned to anyone until approximately May 19. When I called again to find out who was assigned to read my letter, I was told that they were done with this and I just needed to pay for the lamps which they told me to refuse.

I contacted the BOA Credit card Customer Service Dept. To ask what steps I needed to take BEFORE I did anything throughout this ordeal and I followed all their directives to my detriment. To date, the only time Bank of America has contacted us was the March 22 telephone call. They have not acknowledged my written correspondence at all. Do we have any chance of having this charge removed from our account or do we just need to pay for what we dont have?
