Account limited, eBay sale money cannot be withdrawn or refunded

PayPal limited my account. I have eBay transactions that have been paid for by the buyers to me. PayPal will not let me retrieve the money, nor will they let me refund the money. I called them 4 times and sent 7 e-mails, and they will not release funds. What a rip-off.
