Held Refund From Voided UPS Shipment, Refused to Release Funds

I have used PayPal for about a year with no problems. I was trying to ship a package via UPS, and UPS's ship rate was too high, so I voided the shipment. UPS issued a refund to my PayPal account. PayPal will not release the funds to me so that I can ship the package via US Mail.

I reported PayPal to the Internet FCC (ifcc.gov).

PayPal still refuses to give me back my money.
