Changed APR without cause or warning. Repeated contacts no change

I "contracted" with Chase for a 2.99 APR for the life of a transferred balance of several thousand dollars. I have IMPECCABLE credit and agreed to this APR knowing that I will never be late on a payment of any kind. My first statement indicated a 2.99 APR. The following month my APR was jacked to 5.99% without cause!

I phoned the co. When I noticed this on my third statement. At first I was told I was late on my payment. I replied "No way, I have automatic deduction from my bank account." The woman agreed and then corrected two months of overcharges. Alas! The 5.99% returned the following month, and it now appears that NO ONE will HONESTLY help me. For the past several months I have been calling and writing (I sent a certified letter=no responce) and, dispite promises for change, the APR remains at 5.99%.

I now want to close this account but I'm concerned that Chase might try to rip me off and jack additional finance charges on when they they receive my payoff. How then do I protect myself from this possibility? It appears that they do whatever the h& they want to. Who all should I contact to make aware of this UNAMERICAN ripoff? The Attorney General and... Please let me know. I am in contact with hundreds of people each month and Chase can be sure that I will spread the word not to utilize their company for credit card services!!!
