Refund Card Frozen Despite Faxed ID and Social Security Card

I live in a group home. A tax preparer doing free community help did our taxes for a few of us here, so I received my refund on my card, but it was frozen due to multiple cards at the same address. They said it was because of information sharing. I faxed my federal immigration USA ID with photo and my Social Security card, and they said they didn't unfreeze it because I had no state ID.

I told the supervisor that it was taken due to a DUI I owed in court. Now they have my money and won't release it, or close the card and send me my funds. They have my address on file, and the supervisor verified that the federal USA ID was accepted by them, but it still won't work. I verified my identity. What do I do? Please help.
