Travelocity acted legally, but unethically.
I had a pre-pay registration for 2 nights hotel for 1/23/04 (Trip ID 736985656988). An ice storm kept me from keeping it. I immediately called Hannah at Travelocity who told me that they would not charge me if the hotel did not charge them. The hotel faxed them a statement saying Travelocity would not be charged. Travelocity charged me anyway ($203.58).
Many follow up calls to Travelocity kept getting: we'll look into it. Eventually, I was told the problem was too old to handle. However, I managed to get a "higher up" named Priscilla Marin, who asked me to fax the Travelocity reservation (which I did). She never got back and never returned my two voice mail messages.
