No refund yet even after canceling with 24 hour agreement

I was on my way to Europe and booked my return flight. Which I was told would not be billed for 24 hours and in whichcase I could cancel for a refund minus booking fees. Well sure enough this transaction was put on to my Debit card. At this point i was already in Canada with just about all my money no suspended I could not risk going to Europe. So spent the week in Canada. My bank said it was their responsibility to issue an authorization to release the funds. Which they claim they did, but so far nothing. I did receive back numerous $2 dollar fees though I was unaware of. I asked for a financial department. No luck. Basically got the run around. Lost my $400 is airfare from Canada to Europe which I booked through orbitz. Will never use them again.
