Why does Bank of America insist on the original copy of an old cd?

First, I don't want to get any middle management in trouble, as they have to operate under the company's policies, but they are operating under the mistaken assumption that there's a law you have to dredge up the original paper cd before they can give you the money! This is what they we4re told I can't even put down a deposit for my mother's headstone because there isn't enough money in the estate account (admittedly at another bank) because I can't get the money from my mother's cd.
