I also had the exact same experience with 2 orders I placed with voucher.com.Au on the 2nd February. I was advised there would be a 2-4 week delivery period but after 6 weeks I began to follow up with emails. Brad also advised me there was a delay in delivery to them and they would distribute asap. I again followed up (another 7 times actually) and have never received another response. It has now been 3 months!
Their "follow us" on facebook and twitter don't work and the "submit an email via webpage" has now been disabled.
I am in the process of finding out where to report them to next!
