Unfairly charged me. Rip-off!

I was AT&T long distance customer until February when AT&T suddenly charge me a monthly fee for the service that I never used and never agreed to switch. I cancel their service right away and request a refund. But the company refused and instead they charged me an extra cancellation fee. Total 12 dollars.
