Issuances Office SCAM... Scam... Said I had won $1,400.000.00 but needed to pay release fee of $19.99

I received an Award Payment Data Release Certificate and Document of Award Payment stating that I, the holder of the document, has been identified for the award payment of $1,400, 000.00, the amount being guaranteed!!! I needed to send in $19.99 payment for the "release fee".
On the BACK of the document, though, it states that the $19.99 is for a subscription for a bi-weekly sweepstakes report.
