Fraudulent Bills

I recieved a fradulent bill in April from Com Ed. I've lived in the same apt building for almost two years. Before April I was living with a friend and the Com Ed bill was in his name during this time. When he moved out, I moved into a larger apt in the same building with other friends.

I lived in only one other building prior to this time, when I moved out of that building I left a bill balance with Com Ed of about $300.00. I just didn't have the money to pay the bill at the time. My new roommate was fine with putting the bill in his name anyways.

So I'm moving into my current apt building this past April '08. My plan was to take my income tax money and pay off my 350 balance and put the electric in my name for the apt. The day before I was going to do this I recieved a com ed bill in my name for $1,500. This bill is from Oct'07-Apr'08. During this time frame I was paying an electric bill, it was just under my room mates name.

I had never once had a conversation with Com Ed prior to this bill. I had never signed up for their service at this apt building.

Two other men that live in my building recieved two similar bills prior to mine. They were both for the same amount, and they both had been resolved over the telephone. Neither gentlemen had to pay those bills.

I guess I feel that Com Ed has supplied electric to the building that was never paid for and now they are trying to stick the bill on whomever is ignorant enough to just accept. I told them flat out, I WILL NOT PAY THIS FRADUALENT BILL.

These are the things that strike me funny about all of this:

My electric bills have always been between $15-$35. But during this Oct'07-Apr'08 billing my monthly average would have been $350 a month. Yet since Apr'08 my electric bill is now at $25-$40 again.

Two other tenets got outrageous bills the two prior months before mine. Both were dismissed by just a telephone call. One of the tenet's recieved his bill after only his first month in the building for $1400.00. Hmmm?

I know for a fact that during my two years living in the building that people lived in our building for short periods and had never once had their electric turned on or off for that matter.

There were two broken Com Ed meters running to two units, one never moved and the other spun out of control. Both had the glass cover broken on them.

I've presented all of this info to Com Ed Customer Support and their supervisors on atleast 6 diffrent occasions. I was told in April that I would recieve a detailed statement for the bill in question. It's Sept and I've yet to recieve it. I've taken this issue to my landlord who's done zero to resolve it.com Ed is asking me to jump through all of these hoops to resolve this, and the one question I have asked and yet to get an answer is, "How can you just put an electric bill in someone's name?"

I feel like my landlord knows that if he resolves this and I'm cleared that he knows that he'll be responsible for that balance.

I just don't know what to do, and not one person at Com Ed, my landlord, or the police will give me assistance.
