Fraudulent Bills

I recieved a fradulent bill in April from Com Ed. I've lived in the same apt building for almost two years. Before April I was living with a friend and the Com Ed bill was in his name during this time. When he moved out, I moved into a larger apt in the same building with other friends. *flashback* ...
