Charging for an international call although I am not a customer Los Angeles

ATT is charging us $147.23 (almost $10.00/minute) for two international calls made from our home in Los Angeles, CA to Colombia, South America, even though we are not ATT customers. Our local phone company, Verizon, has no idea how the call came to be made in the ATT network. They are sure, however, that the problem is not of their making. Our long distance company, Primus, has no idea how ATT picked up the calls, but is sure the problem is not of their making. And Dial-Around, a calling card company we sometimes use for the 3cent/minute rates to Colombia, has no idea at all.

We have managed to avoid ATT for hundreds of calls to Colombia over the past 15 years, and cannot imagine how ATT managed to grab these, and only these, 2 calls in a half hour period. Several conversation with customer service have yielded a total unwillingness to even discuss the matter beyond telling me that the calls were made in their network, I am not a customer of the network, that's why the rate is so high and why there is nothing they will do to reduce the charges. If I don't pay they will refer the matter to a collection agency and it will affect my credit, yadda, yadda.

Verizon will hold the dispute open on the bill for 90 days, but will not do anything beyond that.

How did this happen? What am I supposed to do about it?
