Took 149.95 out of bank account can get arefund but will charge me 35.00

If you sign up for a payday loan and dont get they send you to a site for loans and unsecured credit cards usa credit said i filled out an application for a 12,500 shopping card to get a refund it takes 8 days and they will charge you 35.00
