Overpaid for shipping and return, had to pay ridiculous restock fee

I ordered binders for my classroom, and mistakenly ordered the little ones - not 8 1/2 by 11 like I needed. I paid $4.37 for initial shipping, the order totalling to $41.49. I sent the item back priority mail via USPS, funds also coming out of my pocket.

I realized that I wouldn't get either shipping cost refunded to me, but I didn't realize that I would be charged a 25% restocking fee! I almost would have been better off keeping the items! I originally paid $34.77 for merchandise, plus tax, and I was only refunded $27.64.

This is, in my opinion, a terrible policy and bad customer relations.
