Breech of Contract

DirectV can not provide service at my current location yet they are claiming I owe them #31.99.

DirectV has said "A review of their records" indicates I owe the money for an early cancellation fee.

If thy can not provide service seem to me I should owe them nothing because they are in breech of contract.
