Early Cancellation Fee Billed Where Service Is Unavailable

DirecTV cannot provide service at my current location, yet they are claiming I owe them #31.99.

DirecTV has said that "a review of their records" indicates I owe the money for an early cancellation fee.

If they cannot provide service, it seems to me I should owe them nothing, because they are in breach of contract.
