Total rippof ignores email messages won't send refund for items not shipped nebraska

I ordered about $400.00 worth of jewelry from this vendor last June. Seller shipped all but $78.00 worth of items stating they were on "back order". Now it's 6 months later and I've asked the Seller for a refund no less than 20 times. Seller states he was never paid, I've submitted proof of payment, seller won't answer email messages.
