Rebate ripoff never mailed my rebate check of $20.00

I bought a set of steel pans from Jcpenny on 9-10-05. The advertised price was for $139.99 minus 50% off and $20 mail in rebate. What a deal, right? I mailed in the form a few days later 9-16-06. It's now 5-4-06 and I'm still waiting for my $20.00 check in the mail. I think jcpenny should be held accountable. They were the ones advertising for them!!!
