Ripoff 20.00 rebate never received filed 11/22 8-12 weeks for process now 4/6. Rebate Ripoff

I bought a set of Phillipe Richard pots and pans through JcPennys in Westerly, RI. I was given the rebate form and sent it and all requested information through the mail on November 22. The rebate said to allow 8-10 weeks until a check should be received. It is now May 6 and still nothing. Businesses like these should be held accountable. And face it $20 is $20 it makes a huge difference in the amount that I wanted to pay for the pots and pans. Thank you for any assistance in this matter.
