She was so rude and unwilling to help. Seemed like a one way conversation, very evasive on answers

I am writing about this issue in regards to an extremely unprofessional and unwilling property manager that I needed assistance from.

I live in a condo community and my a/c unit had failed. I contacted Rhonda Turner at UPA about this issue and asked if the unit was covered by the monthly condo fee of $200.00.

Ms. Turner was extremely rude and unwilling to answer any questions that I sought answers for. I then called my USAA who advised me to call UPA and have them fax the bi-laws for the community. I spoke to Ms. Turner again at approx 0915, who rudely asked me, "why can't you fax it yourself", I told her I was at work and didn't have the relative documents on me to do so. She reluctantly agreed to do so. All correct relative information was passed down to her for faxing purposes. I also pointed out to her that if my unit needed to be replaced if the cactusy like shrub that encompassed the unit will be trimmed down so the technicians will be able to work freely. Her inhumane response was " I don't see why they can't lift it over", I told her it weighs close to 300lbs, she then told me she has nothing to do with that. Please note, the shrub is shaped like a "U" around the unit, which encompasses mine and my neighbors. The inner part of the shrub is almost growing on the a/c unit, and it is totally impossible for any techinian to work under those conditions much less to install a new unit.

I called USAA at approximately 330pm asking for the status on my claim. They told me the fax was never received. I then kept calling her but go no anx. I called the front desk and they told me she was in her office. I called about 20 times before she picked up. I asked her about the fax and of course she told me it was faxed it... (about 10 minutes ago). Due to the nature of my issue I would have thought she would have had more consideration.

The home owners association, UPA, has hardly done any maintenance on units in the four years I've been there. The only noticeable work they have contracted out was the repaving of the parking area. The shutters have not been painted in years, and some of them slowly turning white. There is not one security light at the sides of the outer units. They are totally black at night. Just a couple days ago one tenant almost had her house broken into while she was asleep with her infant. The rate of the condo association fee is ridiculous. We do not even have a dumpster in the community. If we place our trash outside in white bags, we receive a letter in the mail telling us we have not complied with their rules. I truly regret the day I bought this condo.

Nevertheless, my principal issue is my dilema. How callous could Ms. Turner be? I need the cactusy shrubs cut down so the new unit can be installed and the technicians can work comfortably and efficiently. There is no way it can be installed under such conditons!
