Business Funds of $10,000 Frozen for 180 Days After Closure

PayPal is not releasing my business funds received. We opened an account with PayPal, and when we applied for a merchant account, they closed our account and froze $10,000 for 180 days. We called PayPal many times, but they are refusing to release the money.
